These experiments, often conducted without the consent of Black and Brown bodies, were justified by a belief in the inferiority of non-white people. Fast forward to the 21st century, and while the tools have changed, the danger remains: the algorithms that increasingly govern our lives are being built by teams that look alarmingly homogeneous, echoing the power dynamics of the past.

The modern-day “algorithmic experiment” is more insidious, embedded in the code that determines everything from creditworthiness to criminal sentencing. As these systems become more integrated into our daily lives, we must confront an uncomfortable truth: AI is at risk of perpetuating the same inequities that our ancestors fought against, unless we take decisive action.

The Architects of Tomorrow: Who’s Building AI?

In today’s rapidly advancing tech landscape, AI is often hailed as the ultimate equalizer — promising to democratize knowledge, opportunity, and even power. But a closer look reveals a stark reality: the teams developing these powerful tools are not nearly as diverse as the communities they impact. This lack of representation isn’t just a diversity issue — it’s a fundamental flaw in the design of AI systems.

Who’s Missing?
A 2020 report by the AI Now Institute found that Black workers represent less than 5% of the AI workforce in major tech companies like Google, Microsoft, and Facebook. This underrepresentation has far-reaching consequences. When the voices of marginalized communities are absent from the development table, the algorithms created are more likely to reflect the biases of the dominant group, whether intentional or not.

Who’s Leading?
Yet, there are trailblazers who are challenging this status quo. Take John Pasmore’s Latimer, which has been dubbed “Black GPT” by some. Pasmore’s platform isn’t just another AI company; it’s a deliberate attempt to inject cultural and historical context into AI models. By focusing on the experiences and histories of Black and Brown communities, Latimer is working to correct the blind spots that plague so many AI systems today.

Similarly, Erin Reddick saw the limitations of existing AI models and decided to do something about it. Her platform, ChatBlackGPT, was launched on Juneteenth 2024 with the aim of providing culturally relevant AI that resonates with Black users. Reddick’s approach isn’t just about building a better chatbot — it’s about creating technology that acknowledges and celebrates the diversity of human experience.

The Cost of Exclusion

The consequences of excluding diverse voices from AI development can be seen in real-time. AI systems used in everything from hiring to healthcare often reinforce existing inequalities. For instance, studies have shown that facial recognition technology is significantly less accurate at identifying people with darker skin tones — a direct result of biased training data and homogenous development teams.

This isn’t just a technical flaw; it’s a moral one. When AI systems perpetuate racial biases, they don’t just make mistakes — they uphold the very structures of oppression that civil rights movements have long sought to dismantle. Without intentional diversity in AI development, we risk creating a digital future that mirrors the segregation and discrimination of the past.

Algorithms as Modern-Day Jim Crow?

The civil rights struggles of the 20th century may have taken place on streets and in courts, but today, the battleground has shifted to the digital realm. Algorithms, once hailed as the great equalizers, are increasingly functioning as the new gatekeepers — replicating and even amplifying the biases that civil rights activists fought so hard to dismantle. This digital discrimination is no less insidious than the Jim Crow laws of the past; it’s just harder to see.

Healthcare: AI’s Double-Edged Scalpel

In healthcare, AI has the potential to revolutionize diagnostics and treatment plans, making healthcare more efficient and accessible. But when the algorithms are trained on biased data, they can make life-or-death decisions that disproportionately harm Black patients.

For instance, a widely reported 2019 study found that an algorithm used to manage healthcare for millions of Americans was less likely to refer Black patients to programs that provide more personalized care, even though these patients were sicker on average than their white counterparts. The algorithm was unintentionally trained to prioritize healthcare costs over actual health needs, leading to digital discrimination that could easily go unnoticed.

Criminal Justice: Predictive Policing and Prejudiced Code

The criminal justice system is another area where algorithms are functioning as digital Jim Crow. Predictive policing tools, which are supposed to identify areas where crimes are likely to occur, often end up sending more police to neighborhoods that have historically been over-policed — disproportionately Black and Brown communities. This isn’t predictive; it’s recursive. The algorithm doesn’t predict where crime will happen — it just perpetuates the cycle of over-policing.

Furthermore, risk assessment algorithms used to determine bail and sentencing are often trained on biased data. These systems frequently give Black defendants higher risk scores than white defendants with similar backgrounds. The result is a digital penal system that reflects the racial disparities of the physical one, perpetuating inequality under the guise of objectivity.

Financial Exclusion: AI-Driven Discrimination

AI’s reach extends into the financial sector as well, where it’s being used to determine everything from loan approvals to interest rates. Yet, studies have shown that AI-driven lending platforms can discriminate against Black and Brown applicants, offering them worse terms or denying them loans altogether, even when they have similar credit profiles to white applicants. This isn’t just a setback; it’s a continuation of a long history of financial exclusion that dates to redlining, which my grandmother, Lelia Francis, the first African American realtor in Ohio and the second in the United States fought against by securing mortgages forAfrican American home buyers and integrating neighborhoods across southwest Ohio. She also helped found the first African American-owned bank in Dayton, Ohio.

The problem often lies in the training data: if historical data reflects past discrimination, the AI will “learn” these patterns and apply them in future decisions. The result is a digital financial system that could further widen the racial wealth gap rather than close it.

Reclaiming Our Data: The Future is Ours to Code

Against this backdrop of bias and exclusion, a growing movement within the Black community is seeking to reclaim control over how data is collected, used, and interpreted. This isn’t just about demanding a seat at the table — it’s about building our own tables, coding our own futures.

Data Sovereignty: Ownership and Empowerment

The concept of data sovereignty is gaining traction as more people recognize the power dynamics at play in the AI landscape. Black communities are starting to build their own data ecosystems, ensuring that their data is not just fodder for profit-driven AI systems but a resource for community-driven innovation.

For example, organizations like the Data for Black Lives movement are working to harness data for social good, using it to address issues ranging from public health to criminal justice. These efforts are crucial in ensuring that AI systems are built with fairness and equity at their core, rather than being used as tools of oppression.

Innovative Solutions: AI by Us, for Us

Beyond reclaiming data, there’s a growing effort to develop AI tools that are specifically designed to serve the needs of Black communities. Latimer and ChatBlackGPT are just two examples of platforms that are challenging the status quo by embedding cultural relevance into AI models. These platforms are more than just technological innovations — they’re statements of resistance against a digital landscape that has too often ignored or misrepresented Black experiences.

By developing AI that reflects the diversity of human experience, these initiatives are laying the groundwork for a future where technology serves as a tool of empowerment rather than a force of exclusion.

The Revolution Will Be Algorithmized

We are at a critical juncture in the AI revolution. The question isn’t whether AI will continue to shape our world — it will. The question is who will control this technology, and for whose benefit?

Grassroots AI: Coding for Social Justice

Across the globe, grassroots movements are emerging that use AI to fight for social justice. From monitoring police violence to preventing gentrification, these initiatives are using the very tools of the oppressor to fight oppression.

For instance, community-driven AI projects are being developed to track and counteract environmental racism, where Black neighborhoods are disproportionately affected by pollution and lack access to clean air and water. By harnessing AI, these communities are not just reacting to injustices — they are proactively shaping their futures.

Policy and Advocacy: The Need for Guardrails

But technology alone isn’t enough. We need policies that ensure AI systems are transparent, accountable, and fair. This means advocating for regulations that require diverse teams in AI development, bias audits for AI systems, and robust protections for the data of marginalized communities.

Organizations like the Algorithmic Justice League are leading the charge in this area, pushing for policies that protect individuals from the harms of biased AI and ensuring that these technologies are developed in ways that benefit everyone.

Conclusion: A Blueprint for the Future

As we stand on the brink of an AI-powered future, we have a choice to make. We can either allow these technologies to perpetuate the inequalities of the past, or we can take control and ensure that they serve as tools for justice, equity, and empowerment.
